The honest answer is “it depends on how your home is heated” — and that one detail changes everything about whether this is really a trade-off at all.

If you heat with gas: they’re not actually competing for the same dollar

Most Minnesota homes heat with a natural gas furnace. If that’s you, insulation and air-sealing reduce your gas bill, while solar panels reduce your electric bill. They’re pulling from two different budgets, not fighting over one — so there’s rarely a real financial reason to make one wait on the other. Do whichever your timeline, contractor availability, or current bill pain points push you toward first.

If you heat electrically (or you’re adding a heat pump): sequencing matters more

Once your heating load runs through your electric meter — a heat pump, electric baseboard, or resistance backup — insulation and solar start pulling from the same pool. A tighter, better-insulated envelope shrinks the electric heating load you’re sizing solar to cover, which can mean a smaller, cheaper solar system does the same job. Does a drafty house “waste” solar panels?

No — this is a common misconception worth clearing up. Solar production isn’t reduced by how efficient your house is; the panels make the same electricity regardless. A drafty, electrically-heated home just means your usage (and your system size) is higher than it needs to be. Nothing about going solar first “locks in” waste — you can always tighten up the house afterward and simply use less of what your system produces, sending more back to the grid or bill credit.

When insulation should genuinely come first

Two real reasons to fix the envelope before the roof gets panels on it: if your roof or attic has a problem that needs addressing anyway — ice dams, a roof nearing replacement, obvious air leaks — it’s cheaper to solve that before panels go up than to remove and reinstall an array later. And building-science research on deep retrofits (from outlets like GreenBuildingAdvisor) makes a useful point: very expensive efficiency measures, on a cost-per-unit-of-energy-saved basis, can actually cost more than the electricity a comparably-priced solar array would generate.
