Some Eagan neighborhoods have HOAs, can the association stop me from installing solar panels?
Not outright. Minnesota’s right-to-solar law, in effect since July 2023, prevents homeowners associations from banning rooftop solar outright. An HOA can still set reasonable rules about panel placement, wiring, or how visible the array is from the street, but they can’t refuse you a permit just because they don’t like the look.
